Convert Leads to new contacts on existing accounts or to existing contacts only.

Is there a way to convert leads into existing contacts or into new contacts on existing accounts, but not into new contacts on new accounts?

I was told that this can be done in the match condition settings by specifying "Leave as a Lead (don't convert)" as true, however, when I set that to true, it will not create a new contact even if there is an account match
