Trying to launch the tool but gets this error. If I have to download the latest version to fix this, shouldn't I be notified to download the latest version instead of an error?

Did you open a ticket about this? You are correct. Normal behavior is that you receive a notification to upgrade to the new version. Receiving an error is not expected behavior.
If you have not opened a ticket yet with Support, I highly recommend doing so even before upgrading so they can take a look.
