I have a couple of screenshots. One shows my Match Step setup, and the other shows what happens when I sort by Total Matches and then filter on the Step column.
It seems like the way to handle my use case is to leave out mailing address from my "Field to Compare" section enirely. That's how I can find potential groups of duplicates even when one of them has a mailing street filled out and the other does not.
