Question: If the field rule for a field says Newest Record and the newest record's value is Blank (or Null, etc.) but the winner record has a value.... would the blank or null overwrite the value that is on the winner record, assuming the winner record is not the newest of course. Thanks.

Yes, the same logic applies picklist values of NULL are treated as blank.

Hi NA,
Thanks for your inquiry. Since the field on the losing record is blank, and Field Rules only compares fields that contain values, the field on the winning record will not be overwritten.
