Hi, I am being asked to have the winning record be the record with the lowest numeric ID number.
Except for whatever reason - don't ask me why - the field is not a numeric field - but is a formula.
And so Highest and Lowest options are not on the pick-list.
Any suggestions on what to do?

The only solution would be using DemandTools to copy the value to a custom created numeric field and then evaluate off of that. A field to field copy action in Modify will copy over the current value, not the formula. Does the ID change at all over time?

It is not supposed to change over time but hey it is a formula. Change the parameters and it can change..
But let me answer with a No, this formulated ID does NOT change over time. It is supposed to be a fixed ID number.
So let me ask back, does this MODIFY make a change in Salesforce or does this custom created numeric field live in Demand Tools ?

The field and data would live in your Salesforce, you would need to create that custom field within Salesforce, DemandTools doesn't retain any data so the only part DemandTools would be handling is copying the value over.
